Origins of al-Qaeda

The origins of al-Qaeda are a question John Kiriakou answers in two halves: American responsibility yes, American intent no.

Asked directly whether the organization was created by Western intelligence, he gave the concession first: "Bad US foreign policy decisions indirectly led to the creation of al-Qaeda."

The rejection followed in the same breath, and it is the image rather than the argument he objects to: "But no, a bunch of white guys sitting in a room saying, 'Hey, let's create a terrorist organization so we can attack ourselves and give ourselves a reason to attack Muslims.' No."

His reasoning is that the pretext is superfluous. "We don't need a provocation. If we want to kill people, we just go out and kill them. We don't have to kill ourselves first and say, 'Oh my god, we've been attacked, we need to go kill Muslims now.' ... I don't want to be cynical, but no, if we want to kill people, we're just going to go out and kill them."

Elsewhere he attributes the founding itself to Osama bin Laden, and dates it after the anti-Soviet war rather than during it, the men who fought the Soviets in Afghanistan, he notes, fought as mujahideen, not as al-Qaeda.
