Jimmy Dimora

Jimmy Dimora was a Cuyahoga County, Ohio official convicted in the public corruption case that also imprisoned Frank Russo, the former county auditor who became John Kiriakou's bunkmate at FCI Loretto. Kiriakou's account of Dimora comes second-hand, through Russo, and he is explicit about that limit: he says he cannot speak for Dimora, only for what Russo did.

The scheme

Kiriakou describes the arrangement the two men devised as coming right out of Al Capone's Chicago. Anyone who wanted a job, any job with the county or the state, would pay them a kickback. Anyone who wanted a permit to do something would pay them a kickback.

What Russo did with his share, in Kiriakou's telling, was run it as a slush fund used to hire the sons and daughters of contributors and business associates, alongside personal spending on a house remodel, a new kitchen, a new driveway and a Mercedes. Kiriakou does not extend that characterisation to Dimora's conduct.

Trial and sentence

Russo, who had a serious heart condition and had received a 25-year sentence Kiriakou calls a death sentence, agreed to cooperate against Dimora. Dimora went to the mat, pleaded not guilty, went to trial, and was convicted on every single count with Russo on the stand testifying against him.

Kiriakou describes the resulting sentence as draconian. At the time of his account Dimora was still alive, an old man, still in prison, and in Kiriakou's words a man who will die in a cold steel prison bunk.

The episode is the background to Russo's standing inside Loretto. Because he had cooperated, Russo was marked as a rat, barred from the television room and required to eat at the rat and pedophile table, consequences Kiriakou says Russo understood and accepted before he agreed to testify.
