*The non-cash things the CIA can offer a recruited agent — a child's university place anywhere in America, treatment at a top hospital for a sick spouse, or a carefully staged personal gift — and the standing arrangements with universities and large corporations that make them possible.*

- **Most common vulnerability:** A man who loves his children and does not earn much
- **Education:** A place and full funding at almost any American university
- **Medical:** Treatment at institutions such as the Mayo Clinic or the Cleveland Clinic
- **Institutional basis:** Standing arrangements with universities and Fortune 1000 companies

**Agent inducements** are the non-monetary offers a CIA operations officer can make during the assessment and development stages of the [recruitment cycle](https://www.kiripedia.org/wiki/asset-acquisition-cycle). The question being answered is what can be given to this person that will make him want to give up what the officer wants.[1]

## Vulnerabilities

The vulnerabilities that matter are rarely lurid. A target may be a drunk or a drug addict, or angry at a boss who passed him over for promotion, but the most common one by far is a man who loves his children and does not make very much money.[2] Some agents want nothing material at all: Kiriakou recruited one who refused every dollar and every favour and worked purely out of affection for the United States and enjoyment of the clandestinity.[3]

## Education

The CIA can enrol an agent's child at quite literally any university in America and pay the bill — Harvard, Stanford, or, in one agent's case, Strayer College.[4] This rests on standing arrangements the agency holds with almost every American university and with essentially every Fortune 1000 or Fortune 1500 company; administrators and corporate leaders, in Kiriakou's account, cooperate as patriots.[5]

## Medical care

Where a spouse has cancer or another grave illness, an officer can get them into the Mayo Clinic or the Cleveland Clinic, and an agent in that position will give up anything asked so long as the care continues.[3]

## The staged gift

The cheapest inducement Kiriakou describes cost the price of a souvenir. An agent who was devoted to the Chicago Bulls was given a basketball bought at the NBA store online, shipped out, and presented in an acrylic box with the story that a friend of a friend had told Michael Jordan all about him and Jordan had signed it. The man took no money at all afterwards and could not hand over information fast enough, because the gift had been thoughtful.[6][7]
