# The declared officer

A **declared officer** is a CIA officer whose true employer is formally disclosed to the intelligence service of the country in which he is serving, as distinct from one operating under cover from that host government as well. [John Kiriakou](https://www.kiripedia.org/wiki/john-kiriakou) states plainly that this was his own status in Athens: *"I was declared in Athens."*[1]

The practical consequence came within days of his arrival. On his second or third day in the office his chief took him to the Greek intelligence service to be introduced to its head, a four-star general, a friendly meeting at which Kiriakou wore a good suit out of respect for the rank.[2][3]

It was in that meeting that the general delivered the observation Kiriakou has repeated ever since: that he could tell Kiriakou was not Greek, not from his speech but from his [American shoes](https://www.kiripedia.org/wiki/american-shoes).[3]

## What it does and does not cover

Being declared to the host service does not mean being open generally. Kiriakou's later posting to [Bahrain](https://www.kiripedia.org/wiki/bahrain-1994-1996-posting) ran the other way: he was there in a State Department position, nobody at the State Department was supposed to know of his CIA connection, and he could not even speak to the agency's officers in the country, to the point that a mandatory training tape sent out in the diplomatic pouch had to be smuggled home to be watched.[4]

Nor does it stop the host service from watching. The declared relationship in Athens ran alongside Kiriakou's own tradecraft, [surveillance detection routes](https://www.kiripedia.org/wiki/planning-a-surveillance-detection-route) for every meeting, a different route home every day, and alongside a [source so sensitive](https://www.kiripedia.org/wiki/no-bad-food-in-athens) that meetings had to be held three and a half hours away on the other coast.[5][6]
