His general assessment of that campaign is that it was slight. Asked whether Iran was causing damage anywhere, his answer was *"Not that I've seen"* — and *"there's some damage but absolutely nothing like what's being inflicted on Iran."*[2]

The distinction he draws is between the hotels, struck to frighten tourists and empty the Gulf economies, and the city's commercial machinery, which Iran needs working.
