**Ghislaine Maxwell** is a British socialite and convicted sex offender who served as the principal associate of [Jeffrey Epstein](https://www.kiripedia.org/wiki/jeffrey-epstein). [John Kiriakou](https://www.kiripedia.org/wiki/john-kiriakou)'s assessment of the Epstein operation centers on her family background: *"Ghislaine Maxwell's father was a prolific Mossad spy. That's a historic fact."*[1]

## The Mossad connection

Kiriakou holds that Maxwell — or her father, [Robert Maxwell](https://www.kiripedia.org/wiki/robert-maxwell) — introduced Epstein to [MOSSAD](https://www.kiripedia.org/wiki/mossad): *"It stands to reason that she would have introduced him to the Mossad or even her father would have introduced Epstein to Mossad."*[1] He has separately described her father as *"a very well-known Mossad asset,"*[2] and elsewhere put the case even more directly, saying he believes *"the evidence is pretty solid that he was a spy for Mossad."*[3] Kiriakou adds that it is not unusual for parents in Robert Maxwell's position to offer up their own children once those children gain access to valuable information: *"It's not at all unusual for parents to offer up their children."*[3]

In Kiriakou's framing, the entire [Jeffrey Epstein](https://www.kiripedia.org/wiki/jeffrey-epstein) operation bears the hallmarks of a [MOSSAD](https://www.kiripedia.org/wiki/mossad) access operation — using Epstein to cultivate, and where necessary compromise, high-value figures such as Bill Clinton, Prince Andrew, and Bill Gates — and the Maxwell family connection is the structural explanation for how it was assembled: *"They kept it all in the family."*[4] Kiriakou has floated the specific mechanism more than once: he speculates that Robert Maxwell, as a Mossad agent, may have told the service his daughter was friendly with Epstein and suggested they "take a look at him" — the seed of Epstein's eventual recruitment as an [access agent](https://www.kiripedia.org/wiki/access-agent).[5][6]

## The 2021 trial

Kiriakou has noted that Maxwell's federal trial was unusual in one specific respect: it was not videotaped, owing to a federal court rule against cameras in the courtroom.[7]

## Post-conviction custody

Kiriakou says an internal Bureau of Prisons regulation bars anyone convicted of a child sex crime from serving a sentence at a minimum-security work camp — yet Maxwell was transferred to one on Donald Trump's orders after she agreed to meet with investigators, a step he says the administration did not have to take.[8] He has made the same point elsewhere in blunter terms, comparing her placement to his own minimum-security camp sentence: *"She's got minimum security. Even though she's a convicted child sex predator, and they're not permitted in minimum security camps, she's in a minimum security camp. So figure that out."*[9] He notes work camps have no bars on the windows and unlocked doors, with inmates free to come and go on their honor; most work in town as janitors or gardeners, which Kiriakou says also gives them access to children — "the whole point," in his framing, of the ordinary ban on housing such offenders there.[10]

He has since put the anomaly at its sharpest, and explained the placement rule it breaks. Convicted child-sex offenders are barred from minimum-security camps, and are also kept out of penitentiaries and medium-security prisons for their own safety — *"they'll be killed there. Everybody beats on pedophiles in prison"* — which is why they are concentrated in low-security facilities, with the concertina wire and controlled movements still in place. On that reading Maxwell is a category of one: *"She's the only pedophile in the entire federal prison system who's in a minimum security work camp. And she was transferred there by the president. Why? Why would he do something like that?"*[11][12]

## The designation anomaly

[John Kiriakou](https://www.kiripedia.org/wiki/john-kiriakou) treats Maxwell's placement as a straightforward violation of Bureau of Prisons practice, and explains the practice in order to show it. Sex offenders are not permitted in minimum security, because minimum-security camps have no fences, no bars on the windows and unlocked doors — inmates are on their honour not to abscond, which he notes they do all the time anyway.[13][14]

The usual placement for paedophiles is low security, and Kiriakou says the logic is sound: unless they killed the children they molested, they go to lows because in a maximum they would not last fifteen minutes, in a medium they would probably be killed or at least regularly beaten, and in a minimum they would be an escape risk.[14][15] Maxwell was moved not to a low but to a camp — a transfer he calls "absolutely unheard of" and "yet another sweetheart deal that just defies any kind of logic."[14][15]

What he finds most perplexing is not the transfer itself but the silence around it: neither the president nor anyone around him nor the Justice Department has bothered to explain to the public why this prisoner is receiving special treatment.[16]

The comparison he draws is with his own case, in which a judge granted him a camp with the prosecution's consent and the Bureau put him in the prison across the street regardless.[17][18]
