*The name John Kiriakou gives to the cadre now carrying out the Tuesday-morning White House kill-list meetings, a paramilitary team he says was trained after 9/11 by the head of the Special Activities Division, a former Cali Cartel hitman recruited into the CIA precisely because the agency needed people who knew how to kill without being caught.*

## The trainer

Kiriakou's most-repeated line about the cadre is that he knew the man who built it, *"Rick"*, an unassuming colleague ten feet from his desk in the Counterterrorism Center. *"Nicest guy. He'd come in every morning. He'd say, 'Hey guys.' We'd say, 'Hey, Rick.'"* Kiriakou did not know what Rick did. The retrospective Kiriakou credits is a *Vanity Fair* piece: *"what qualified him to be the head of the Special Activities Division was that he had been a hitman for the Cali cartel when he was recruited into the CIA right at 9/11 because we needed somebody who knew how to kill people and not get caught. ## The weekly calendar

The operating cycle Kiriakou describes is a calendar entry. *"With the technology that the CIA has now, it is able to carry out a meeting at the White House every Tuesday morning at 7:00 called the Tuesday morning kill list meeting. And what they do is they come up with a list of people to be executed that week. And then using technology that we learned about thanks to the Vault 7 revelations, global services sends its teams all around the world. They kill the people they're supposed to kill and then they come back for next Tuesday's meeting."*[3][4]

The technology Kiriakou attaches to Global Services is the toolkit the [Vault 7](https://www.kiripedia.org/wiki/vault-7) leaks put in the public record: remote takeover of car computers *"to drive you over a bridge or into an abutment or into a tree"*; the smart-TV attack that turns the speaker into a microphone while the set appears off; the phone stack Kiriakou has stopped trying to defend against.[5][6]
