# Iranian intelligence capability

**Iranian intelligence capability** is assessed by [John Kiriakou](https://www.kiripedia.org/wiki/john-kiriakou) in blunt and unqualified terms. Asked how good Iranian intelligence was, his answer was that it *"is not good. It's not at all good. It's never been good."*[1]

## The explanation offered

Kiriakou attributes the weakness to training rather than to manpower, money or motivation. *"It's because they don't get good training,"* he says. The two states that might supply that training do so only marginally: *"The Russians will help them out a little bit. The Chinese will help them out a little bit. But essentially, they're on their own."*[1]

The assessment is offered in the context of the 2026 war, in answer to a question about whether Iranian strikes on hotels in the Gulf were precision attacks driven by actionable intelligence. Kiriakou's answer was that they were not: the poor quality of the collection is part of why the targeting is what it is.[1][2]

## The tension with capability elsewhere

Kiriakou's low estimate of Iranian tradecraft coexists in the same session with a high estimate of Iranian reach. He describes the IRGC as running [pre-operational planning probes](https://www.kiripedia.org/wiki/the-walk-in-probe) against American embassies worldwide, a practice he had encountered personally on his first day in operations, and he describes both the IRGC and the Ministry of Intelligence and Security as maintaining [sleeper cells](https://www.kiripedia.org/wiki/iranian-sleeper-cells) in Pakistan, Afghanistan, Thailand, Indonesia and Argentina.[3][4]

The two judgements are not presented as inconsistent. In Kiriakou's framing, the Iranians are persistent and geographically extended but technically unimpressive — capable of casing a building and of keeping people in place for years, but not of the collection that would let them strike a named individual.[1][5]

## Consequence for targeting

The practical consequence Kiriakou draws is that Iranian strikes should be read as economic rather than personal. Because the intelligence is not there to do anything else, *"these are not targeted attacks against individuals. They're random attacks just trying to do as much damage as possible"* — with the damage chosen to fall on the tourist and business economies of the Gulf.[5]
