Jennifer Keenan was an FBI agent who partnered with John Kiriakou in Islamabad on the case of a walk-in informant.
The walk-in
A man walked into the American embassy in Islamabad claiming to have been hired by an unnamed hostile country to attack the embassy, and told Kiriakou he had personally fired a rocket at the embassy in 1996, damaging its exterior wall.[1] Kiriakou paid him $100 for the information — standard procedure — and the man led him to a purported weapons cache in Peshawar and a safe in Multan; both raids came up empty.[2]
The arrest decision
Tired of the informant’s unreliable leads, Kiriakou and Keenan decided to lure him back to the embassy and arrest him outright, since he had confessed in their very first meeting to the 1996 rocket attack — a crime of terrorism with no statute of limitations.[3]
