*A Fort Meade-trained Army intelligence veteran of the CIA and NSA remote-viewing programs — a primary source, Kiriakou says, not a TV psychic.*

- **Background:** Fort Meade-trained Army intelligence
- **Agencies:** NSA, CIA
- **Subject area:** Remote viewing
- **Named alongside:** Paul H. Smith, Albert Stubblebine

**Lynn Buchanan** is described by [John Kiriakou](https://www.kiripedia.org/wiki/john-kiriakou) as having signed non-disclosure agreements with the [NSA](https://www.kiripedia.org/wiki/nsa) and [CIA](https://www.kiripedia.org/wiki/cia), along with others, in connection with remote-viewing projects.[1]

Kiriakou identifies Buchanan and Paul H. Smith as Fort Meade-trained Army intelligence veterans who worked on the operational remote-viewing program under strict scientific protocols, with [General Albert Stubblebine](https://www.kiripedia.org/wiki/albert-stubblebine) serving as a direct overseer. Kiriakou contrasts them with "television psychics," describing them instead as primary sources with documented operational and military records who signed non-disclosure agreements with the NSA.[2]
