# Prisoner disposition from Pakistan

## The sorting principle

The division he describes rests on the interviews. Those who [agreed to cooperate](https://www.kiripedia.org/wiki/the-first-prisoner-who-cooperated) gave up routes and addresses. Those who refused went, by and large, to [Guantanamo](https://www.kiripedia.org/wiki/guantanamo-bay) — and the important ones who refused went to a secret site, of which he says only that it was not nice there.[1]

## Who decided

Asked whether he chose the destination, Kiriakou describes a telephone call rather than an authority. He would call and ask where they wanted the prisoner sent. Headquarters had already read his reporting and so knew who had been cooperative and who had not.[1][2]

Most were simply loaded onto a C-12 and flown to Cuba. Of the remainder he says only: *"the others we would send a different way."*[2]
