Russell Targ

Named in a post-produced narration segment appended to an interview featuring John Kiriakou, describing Targ as an original Stanford Research Institute scientist behind government remote-viewing protocols — not a claim made by Kiriakou himself, who elsewhere expresses skepticism that remote viewing ever worked.

Russell Targ is named in a narrated segment inserted into a 2026 interview program featuring John Kiriakou, which describes Targ as “one of the original scientists at Stanford Research Institute who developed and tested the remote viewing protocols for the government.” That description is delivered by the show’s own narration — referring to Kiriakou in the third person (“as John stated”) — rather than spoken by Kiriakou.[1]

In his own words elsewhere in the same conversation, Kiriakou says the CIA “could never get the remote viewing thing to work” despite trying for roughly 23 years before giving up, and that he considers most public claims of successful remote viewing to be misinformation.[2][3] In that same conversation, Kiriakou also names General Albert Stubblebine as one of the Army-intelligence figures who oversaw remote-viewing personnel and required them to sign NSA and CIA non-disclosure agreements.[4]
