# The embassy local hire

*John Kiriakou's account of how a foreign service recruits inside an American embassy without ever approaching an American: by paying long-serving local staff a supplement they cannot refuse, and letting them assemble the identity of the station from fragments — most conclusively the office a new arrival names when he answers his telephone.*

**The embassy local hire** is John Kiriakou's explanation, given in December 2025, of how a hostile intelligence service recruits inside an American embassy. He offered it while discussing the Russian intelligence presence in Mexico, and it is one of his most detailed public descriptions of counterintelligence exposure through ordinary administration.

## Who is actually recruited

Asked whether the Russians in Mexico City were targeting Americans, Kiriakou corrected the assumption three times over. *"Right, no. No. No, it's trying to recruit Mexicans who work inside the American embassy. It's probably 75% Mexicans that work in the American embassy."*[1]

The logic is the availability of the jobs: the head of the motor pool is not going to be American, and neither is the head of logistics. But they have access to information which, put together like a puzzle, produces an entire picture.[1][2]

## The logistics man

Kiriakou then gave a worked example from his own service, withholding the country. He had been working overseas, and the logistics man had been in place for thirty years as a local hire.[2]

That man's job is the arrival of your household effects: making sure the shipment gets onto the ship in Baltimore, does not go overboard in the Atlantic, and reaches its destination — and then arranging to have it brought to your house once it lands.[2][3]

Which means that at some point he telephones the new officer from the second floor.[3]

## The tell

The exposure is in the answer. The new arrival picks up and says *"regional affairs"* or *"training division"* — an office the logistics man knows perfectly well is a fiction. *"There is no such office."*[3][4]

And so he reports back to his handler: *"Hey, this guy John, this new guy, he's CIA. I'm sure of it."* The corroboration is already to hand — the diplomatic list says political officer, and he is not in the political section and did not answer the phone there.[4]

## Why it is cheap

Kiriakou's summary is that services put little pieces of the puzzle together, and that the picture becomes complete when two, three, five or ten people inside the embassy have been recruited.[4]

The economics make that unremarkable. The staff are on local wages, not American ones, so a supplement of a few thousand a month is meaningful money — enough, in his account, to buy a permanent window into the identity of a station.[5]
