*John Kiriakou's characterisation of the relationship between Pakistani and Israeli intelligence — a formal relationship as recently as 1979 and none since, but no hostility either, because Pakistan is preoccupied with India and Afghanistan and Israel has never regarded Pakistan as a threat.*

- **Formal relationship:** Existed as recently as 1979
- **Since then:** None
- **But not hostile:** 'They''re not at each other''s throats'
- **Pakistan''s actual preoccupations:** India, and to a slightly lesser extent Afghanistan
- **Israel''s assessment of Pakistan:** 'The Israelis have never seen Pakistan as a threat to Israel'
- **Pakistani support for the Arabs:** 'Vocal support… and that ends there'

**The ISI-Mossad relationship** is [John Kiriakou](https://www.kiripedia.org/wiki/john-kiriakou)'s answer to a direct question about how Pakistani and Israeli intelligence stand toward one another, asked in the context of [a rumoured Pakistani peacekeeping deployment to Gaza](https://www.kiripedia.org/wiki/pakistani-troops-for-gaza) said to have been brokered between the two services.[1]

## Formal until 1979, and nothing since

*"There was a formal relationship as recently as 1979,"* Kiriakou says, *"but there is no formal relationship since then."*[1][2]

Absence of contact is not, in his account, the same as hostility. *"They don't have a lot to do with each other in day-to-day world events. But they're not at each other's throats."*[2]

## Why neither service has time for the other

The explanation he gives is one of allocated attention rather than of policy. [The ISI](https://www.kiripedia.org/wiki/isi) is occupied elsewhere: *"The Pakistanis are worried about the Indians, and to a slightly lesser extent, they're worried about the Afghans. They don't have time to worry about the Israelis."*[2]

The reverse is a matter of threat assessment. *"The Israelis have never seen Pakistan as a threat to Israel."* Pakistan's public alignment with the Arab position is real but bounded: *"they'll offer vocal support for the Arabs, but that ends there with vocal support. That's it."*[2][3]
