The NYPD intelligence post

The New York Police Department position — deputy commissioner for intelligence — that John Kiriakou says traditionally goes to someone coming out of the CIA, and which he uses to explain why the agency is indifferent to who wins a New York mayoral election so long as the post and its liaison with the joint terrorism task force survive.

The NYPD intelligence post is the standing arrangement John Kiriakou points to when rejecting the suggestion that the CIA involves itself in New York City politics.

The question and the denial

A viewer asked whether the agency, notorious in his framing for putting people into power, had a hand in a New York mayoral victory, and what the objective of a Muslim mayor in New York or London would be. Kiriakou’s answer was one word and then a flat restatement: “No. It’s that’s just not something that the CIA is involved in. No.”[1]

The post

What he offered instead was the mechanism by which the agency’s actual interest in the city is secured. “you know the CIA there’s a position in the in the NYPD. It’s deputy deputy police commissioner for intelligence. And that traditionally goes to a person coming out of the CIA. Right, the first one was Dave Cohen. He was the the deputy director of the CIA for operations. He retired, he became deputy commissioner for intelligence.”[2]

The conclusion follows from the arrangement rather than from any assessment of a candidate: “So the CIA likes things just the way they are. It doesn’t matter who happens to be the mayor so long as they get their position and can liaise with the joint terrorism task force. That’s all they care about.”[2]

Where the indifference ends

Kiriakou does not extend that indifference to the presidency. Asked in the same exchange whether the agency would serve a left-wing president as dutifully, he gave a divided answer — recorded at the CIA under a left-wing president — in which most of the agency would carry on as normal while elements of the directorate of operations would actively seek the president’s removal.[3]
